DATES and TIMES: May 15-16, 1999. The preparatory signal for the first class will be 0950 each day.
RULES: The Regatta will be governed by the 1997-2000 Racing Rules of Sailing, the prescriptions of US Sailing, except as modified by these instructions or amendments hereafter, and the rules of any One-Design class participating in the regatta as a class. The regatta is designated Category III.
ENTRIES: Boats eligible to compete in this event MUST be a member in good standing of PHRF-NW OR of the respective class association of any boat competing in the One-Design category. Additionally, all boats must have in effect liability insurance in the amount of $300,000. per occurrence during the event.
ONE-DESIGN CLASSES: A separate start and class scoring will be welcomed by any One-Design class or organized group of boats with 5 or more participants. It is the responsibility of a representative of such group to contact the race committee on or before May 12, 1999 to request this provision.
MANDATORY SIGN-IN: A representative from each boat competing MUST CHECK IN at the Tacoma Yacht Club between the hours of 1700-2000 May 14 or 0700-0815 May 15, 1999. Class breaks and Race Packets will be distributed at that time.
MOORAGE: Ample moorage will be available at the Tacoma Yacht Club. Please register upon arrival and fly your club or association burgee while moored.
NOTICES TO COMPETITORS: Notices to competitors or changes in the sailing instructions will be posted at a conspicuous place at the Tacoma Yacht Club on or before 1700 May 14, 1999.
CLASS FLAGS: Class flags, if prescribed by the Race Committee must be displayed by each boat from its backstay at a height of no less than 5 feet above deck level and must not be obscured by any object. Class flags will be provided at the mandatory sign-in.
COURSE LOCATIONS: The Committee Boat will depart Tacoma Yacht Club at 0840 each race day and move to the race location. The race venue is anticipated to be Commencement Bay or the entrance to Quartermaster Harbor. Follow the Committee Boat.
COURSES: The Committee Boat will display the letters "A" or "B" prior to the preparatory signal for the first start to indicate the course to be sailed. Refer to the attached course diagrams for further information. ALL MARKS WILL BE LEFT TO PORT. Courses may be shortened at any mark at the discretion of the Race Committee.
THE START: Races will be started using rule 26, system 2 with classes starting at 5 minute intervals in the order as posted after class breaks, 1700 May 14, 1999, except that a white flag may be displayed at the warning signal in lieu of a yellow flag. This changes rule 26.1
STARTING AREA: An area defined as 200 feet to leeward of the starting line or its extensions will be off limits for any boat not within 5 minutes of it's starting signal. Any boat violating this rule may be protested by the Race Committee and subject to penalty.
COMMUNICATIONS: The Race Committee will monitor VHF channel 69 when possible and will only answer hails from boats reporting an emergency, reporting a protest, or retiring from a race.
RECALLS: Individual recalls will be made in accordance with rule 29.1. An attempt to hail a prematurely starting boat may be made via loudhailer and VHF channel 69 if practical. General recalls will be made in accordance with rule 29.3. Any class that is subject to a general recall will fall to the end of the starting sequence and the starting signal for that class will be 5 minutes after the last scheduled start. Subsequent classes subject to general recall will follow this order.
MARKS: All marks used in this regatta will be inflatable orange or yellow triangular shapes. A limiting buoy indicating the starboard side of the starting line may be used in lieu of the Committee Boat. This limiting buoy will be an orange ball.
TIME LIMIT: The time limit for each race will be 2 hours from a boat's respective starting signal. Any boat that has not finished before the expiration of the time limit will be scored DNF for that race.
PROTESTS: Protests shall be written on forms included in the registration packet. Protest forms shall be delivered to the Committee Boat within 1 hour of the Committee Boat mooring at Tacoma Yacht Club after that day's racing. Protests will be heard in approximately the order of receipt beginning as soon as possible.
SCORING: The Low Point scoring system, rule A2, will apply. There will be NO THROW-OUTS. Ties will be resolved in accordance with rule A2.3.
AWARDS: Awards will be presented to the top 3 placing boats in each class of 5 or more boats. In the event of a class with less than 5 boats, awards will be presented to the top 2 placing boats. An additional award will be presented to the Overall Regatta Winner, which will be the boat with the lowest cumulative point total at the end of the Regatta. In the event of a tie for this award, the winner will be determined as the boat with the greatest number of 1st places, 2nd places, and so on. If, after this calculation, the boats are still tied, then the boat who beats the second place boat in it's respective class by the greatest margin of total points will be determined the winner. If the boats are still tied after this calculation, then the tie will remain and both boats will be declared the Overall Regatta Winners.
REGATTA PARTY: A Regatta party will be held at the Tacoma Yacht Club immediately following the final race on Saturday. Free pop and beer will be provided and food will be available for a nominal charge. Videos of the day's racing may be shown. THIS EVENT IS A MUST!!!
REGISTRATION: Mail entry form and entry fee to the TARC Registrar, c/o TYC Sailboat Committee, 5401 N. Waterfront Drive, Tacoma, WA 98407. ENTRIES MUST BE RECEIVED NO LATER THAN MAY 13, 1999. Entry fees will be $35.00 for US Sailing members and $40.00 for non-US Sailing members.
