Notice of Race & Sailing Instructions

Rules:
This series will be governed by the Racing Rules of Sailing 2009-2012 (RRS), the prescriptions of United States Sailing Association, except as changed by these sailing instructions. Competitors in the sport of sailing are governed by a body of rules that they are expected to follow and enforce. While this is a no protest series, a fundamental principle of sportsmanship is that when competitors break a rule they will promptly take a penalty or retire. Rules 44.1 & 44.2 shall be utilized. Please follow the rules and be a good sport. The race committee reserves the right to disqualify any yacht that is not playing well with others.

Alterations of Rules:
The racing rules will be modified in accordance with racing rule 3.1(a) as follows: RRS 2005-2008 Rule 60.1 "Right to protest and request redress" will be deleted. This is a no protest series. This requires special emphasis on Rule 2, "Fair Sailing."

Eligibility and Entry:
The Kirkland Friday Night Sailing Series is open to all competitors. This series is designed to be fun. We welcome all racers, experienced or new to competitive sailing.

Safety:
All yachts shall comply with current Coast Guard regulations for their boat type or class.

Responsibility:
All competitors are participating at their own risk. It is the responsibility of each skipper to inform their crew of the risks of sailboat racing, to make sure they understand and accept those risks, to decide whether their crew is competent and adequate for the event and to decide whether to start or continue in a race. Anthony's HomePort and/or Sail Sand Point and/or the Corinthian Yacht Club of Seattle are not responsible for the safety of the yacht, skipper, crew or any participant in any race.

Schedule of Races:
Ten Friday evenings beginning June 12, 2009 and ending on August 28, 2009. There is no racing scheduled on July 3 (Holiday Weekend) and July 17 (Whidbey Island Race Week.)

Starting:
We are using the starting procedure defined in the current RRS. Class flags will be the number pennants. Please keep clear of the starting area until your class warning signal. The committee may DSQ any boat that violates the starting area restriction.

Recalls:
Recalls will be signaled in accordance with rule 29. In the event of a general recall for a class, the start clock will continue to run and the recalled class will re-start at the end of the sequence (7:30 PM). The race committee hopes to avoid general recalls and the potentially dangerous situation they cause. Individually recalled Yachts may re-start or accept a 15-minute penalty. This amends rule 29.1.

The Course:
The course is triangular. The start shall be between an orange inflatable mark and the race committee flag on the committee boat located a short distance off the Kirkland Public Dock (Location 5 on the diagram below). Orange inflatable marks will also be located East of Sand Point (Buoy 8 on the diagram below) and North West of Hunts Point (Buoy 2 on the diagram below). Approximate course distance is 5.5 miles. We will attempt to make all starts to windward. A Green flag will indicate a Southerly course with the Hunt's Point mark taken first and all marks left to starboard. A Red flag will indicate a Northerly course with the Sand Point mark taken first and all marks left to port. Due to varying wind conditions, the course may be shortened at either the windward or leeward mark.

Time Limit:
The time limit will be 2 hours for all classes. A boat failing to finish within 20 minutes after the first boat in their class finishes, or within the time limit, whichever is later, will be scored DNF. This changes rule 35. In light air, if it is apparent that the first boat will not complete the course, the course may be shortened and scored at any mark. The race committee will indicate a shortened course with two horn blasts. The finish line in the event of a shortened course will be between the mark and a committee boat. The intent of the race is to have fun and reward those yachts that participate. All races should have point totals associated with them. In the event of abandonment it will be signaled by three horn blasts.

Handicap:
The 2009 race series will be handicapped using the time-on-time method. Mono hulled boats shall be put in classes based on their PHRF handicap, or for one design fleets of greater than 5 entrants, their one design class. Please know your PHRF handicap for accurate start placement. All mono hulled boats will be scored for the overall based on a PHRF handicap, and as such are required to have an engine ready to use.

Registration:
Pre-registration is mandatory. Finishing points will only be awarded to properly registered boats. Registration is available online at http://www.cycseattle.org/. The entry fee for the 2009 Kirkland Friday Night Sailing Series is $75.

Scoring:
The race committee shall score a race and the series using the "Low Point System" as provided in Rule 90.3, "Scoring" and Appendix A. The series will consist of ten races with two throw outs. Sail numbers and boat names need to be clearly identifiable for proper scoring.

Race Winner:
For each race in the series, a famous Anthony's beer bottle trophy will be awarded to the overall monohull PHRF winner and the winner for each fleet. Race overall scoring will be determined independently from Multihulled and Portmouth fleets. The results and trophies will be awarded in the Anthony's HomePort lounge following each race.

Series Winner:
The series champions for each class and the series overall monohull corrected time winner will have their boat names engraved on the perpetual trophies displayed in the HomePort trophy case. Series overall scoring will be determined independently from Multihulled and Portmouth fleets. The top 3 series overall corrected time winners will receive Anthony's HomePort gift certificates: A $100 Anthony's gift card for first, a $75 card for second, and a $50 card for third.
